If you have an older version prior to 4.3 of VPSKEYS, then it will not work in Windows 7. I have Windows 10 x64 Pro installed, and it works just fine. I've downloaded it from the application's page at Software Informer. Download it and use right click on the setup package. Go to Properties > Compatibility and select a previous version of Windows from the list, then tick the Run as Administrator option. This procedure will give exclusive access to the system's files and resources.
I can't type the capital letter for "đ" or "ă" in Word 2013.
